Located inside the Philippine National Police (PNP) nation headquarters of Camp Rafael Cramé, the PNP Museum is a collection of photographs and other memorabilia of the PNP and its forerunner, the Philippine Constabulary (PC). Institutionalized in 1974, the PNP Museum presents the history of the police forces of the Philippines, as well as a honoring of the many individual police personnel who have sacrificed their lives for their fellow countrymen.
At the second floor of the PNP Museum is the PNP Hall of Chiefs, which is testimonial to the outstanding men who have risen to the highest position in PC and PNP. And at the entryway to the PNP Hall of Chiefs are twenty-eight portraits of the chiefs of the Philippine Constabulary, since its establishment in 1901, until 1972. The first nineteen portraits were created by José Tinsay, an Ilonggo portraitist, who was first noted of flying the first commercial flight between Iloilo and Bacolod in 1925 Tinsay learned to paint from his artist friends, and continued as a portraitist after his retirement from aviation. Later portraits were created by a certain R.P. Mendoza and F. Miranda.
